Activity

Achieving a dynamic and sustainable maritime cluster within Singapore requires strong research and development (R&D) linkages between tertiary and research institutions (TRIs) and the maritime industry itself. It is important that the maritime R&D framework includes an awareness and acknowledgement of the make-up and needs of the maritime industry within the Singapore Maritime Cluster (SMC) and keeps in mind a cluster approach when undertaking maritime R&D.

Main  sub-sectors within the SMC

Port, Shipping and Offshore & Marine Engineering (OME) have been identified as the three main sub-sectors within the SMC that stand out as major contributors to the maritime industry. Providing services to these three main sub-clusters is Maritime Services, which also services the entire SMC.

Maritime Singapore is a thriving ecosystem of maritime and port services, where the international maritime community congregates, and where ideas and opportunities abound. And behind the driving force of this maritime ecosystem is the Maritime and Port Authority of Singapore.

International Maritime Centre (IMC).

A framework to develop Singapore into an international centre of excellence for maritime R&D by developing partnerships with tertiary and research institutions (TRIs) and the maritime industry. MPA has established a framework to build Singapore as an international centre of excellence for maritime R&D by developing partnerships with tertiary and research institutions (TRIs) and the maritime industry.

A two-way flow of ideas and information would be required in the development of innovations resulting in new products and services relevant to the maritime industry. This framework will contribute towards developing Singapore into a centre of excellence for maritime R&D, building up the maritime technology cluster and developing Singapore as a comprehensive International Maritime Centre (IMC).

The maritime R&D framework is developed around a value chain that involves the following four areas:

  • Education and training to develop R&D expertise
  • R&D to generate intellectual property and results
  • Test-bedding for the prototypes from R&D
  • Commercialisation of the developed products and services

To implement the schemes and programmes under this framework, the Maritime and Port Authority of Singapore (MPA) has established a S$100 million MINT Fund.
